TL;DR: Congress enacted Juneteenth into law, so he can't undo it without an act of Congress. That said, he's been doing a lot of stuff by executive order that should be in Congress's wheelhouse, like firing heads of agencies and inspectors general and such, and daring others to try to stop him.
