And it's infuriating.

Apparently a state can close the loophole, I guess through some combination of state law and arrangements with USCIS: when the judge finalized our adoption of the chun man he was granted citizenship, and a new birth certificate arrived for him.

She was eventually naturalized, after what she describes as a crushing process with immigration, including having to take a civics test.

A test which I doubt a certain presidential candidate could pass, "stable genius" or not.
